Does a process engineer on turnaround assignments actually qualify for TN status?

THE DIRECT ANSWER

Only if the duties and credentials match the engineer entry specifically, and the employment is prearranged and temporary. A job title alone, without matching duties and qualifying credentials, is not sufficient.

Match duties to the engineer entry before assuming eligibility

A process engineer's TN eligibility rests on three separate things lining up: a listed Appendix 2 profession, that profession's own credential rule, and duties that actually match the entry's definition. For engineers, the usual path is a baccalaureate or licentiate degree in engineering, though a provincial or state licence can also satisfy the entry. The harder question in industrial contracting is often not the credential but the duties themselves: turnaround work can blend engineering analysis with field supervision, procurement coordination, and hands-on troubleshooting that looks more like a technologist role.

Before relying on TN, the applicant's actual day-to-day tasks on the assignment should be compared line by line against the engineer entry's own language, and any duties that read as technologist-level work should either be reduced in the role description or the applicant should confirm which entry genuinely fits. Filing under the wrong entry risks a denial that a more careful duty-by-duty comparison would have avoided.
