The programme is open to applicants who pass vetting and who then make the required gift to the U.S. government, together with a nonrefundable processing fee of fifteen thousand United States dollars per person. It is administered through existing employment-based immigrant classifications rather than through a new category.
Vetting first, gift second, and no business obligation attached
The structure is unusual compared with the categories beside it, because it does not ask the applicant to hold a listed profession, to have worked for a related company abroad, or to run a business. What it asks for is that the applicant clears vetting and then makes the prescribed gift. The gift is one million United States dollars where an individual proceeds on their own account and two million where a corporate sponsor makes it on behalf of an employee, and the processing fee is charged per person and is not returnable.
Because the programme operates through existing immigrant classifications, the general requirements of admissibility apply in the ordinary way, and an applicant with a history that raises admissibility questions should take advice before paying anything. Terms have been revised since the programme was announced and should be re-verified from official sources before any decision.
