Does a parent’s willingness to pay establish the adult child’s eligibility in Sarnia?

THE DIRECT ANSWER

No. Funding support and individual eligibility are separate. The official category requirements, admissibility and visa availability must still be assessed for the applicant.

Identify what the funding commitment actually proves

Record who would pay, what is authorized and any repayment conditions. Compare the arrangement with current official instructions. Do not treat the parent’s financial resources as proof of the child’s eligibility or assume that a private promise is a completed government step. Keep the funding evidence and applicant assessment distinct.

Hypothetical example: A documentary-film producer has funds from a private sale, but a sibling offers to advance the processing amount subject to repayment after the producer's next contract. The first review should identify the applicant, the actual payer, the source record, any private repayment terms, and the applicant's independent EB-1 or EB-2 eligibility question. Gold Card is not a conventional visa, and the relevant government payment is made by the applicant to the U.S. government under official instructions; it is not an investment return. Do not describe a sibling's advance as the gift payment before the applicant makes the authorized payment. Sequence private funding documentation before official payment steps. A problem arises when a family assurance conflicts with a loan note or bank transfer description. Keep applicant eligibility separate from the ability to fund a payment.

Use the official payment instruction only after the applicant, amount, and timing have been verified. A private advance may explain funding, but it cannot replace the applicant's required action under the official process.
