PROGRAMME BRIEFING · LAMBTON SHORESLambton Shores

A new route.Know the details.

Hypothetical example: Anselm Rutkowski owns the turbine-servicing company he started in Lambton Shores fifteen years ago and has been told by an acquaintance that the Gold Card lets a person buy residence outright. He has a wife, a son of nineteen at university and a daughter of twenty-three. Before anything else is discussed, two misunderstandings in that sentence need clearing up: which direction the money moves, and how many separate sums a household of four would actually be looking at.

Start with the GOLD CARD eligibility and application overview

01

The money goes one way, and it is not toward the applicant

The published framework has two financial stages, both paid by the applicant. First there is a processing fee of US$15,000 per person, which is not refundable and is spent whether or not the application ends well. Then, if vetting is successful, the applicant makes a gift to the U.S. government: US$1 million where an individual gives on their own behalf, or US$2 million where a corporate sponsor gives on behalf of an employee. Nothing is paid out by the government at any point, nothing is returned, and no interest, dividend, share or repayment arises. This is worth stating plainly because the opposite belief is common. A gift, in the ordinary meaning of the word, leaves the giver permanently, and that is what the programme describes.

02

A household pays several times, not once

The arithmetic is per person rather than per family. The principal applicant's fee and gift cover the principal applicant. Each accompanying spouse and each unmarried child under twenty-one who joins the application attracts a further US$15,000 fee and a further US$1 million gift, and the same per-person structure applies where a corporate sponsor is giving. For Anselm that means his wife would add a fee and a further million. His nineteen-year-old son would be within the age limit today, though the relevant question is whether he still is when it matters. His twenty-three-year-old daughter is outside the category of accompanying child altogether and would need an entirely separate basis of her own. A family that budgets one gift and discovers it needs three has not misread a footnote; it has misread the structure.

03

It is delivered through classifications that already exist

The Gold Card is not a new visa category standing on its own. Successful applicants proceed through existing employment-based immigrant classifications, EB-1 or EB-2, which means the ordinary requirements of those classifications continue to matter. An applicant must be eligible for the classification used, must be admissible, and remains subject to visa availability, which is governed by the Department of State's monthly bulletin and is outside anyone's control. Vetting also has to be passed before the gift stage is reached, and being able to pay is not evidence of anything the vetting examines. Anselm should therefore treat the payment questions as the second half of the analysis. The first half is whether he, on his own record and his own qualifications, fits the classification through which the card would be delivered.

04

What it is not, and why the terms must be checked afresh

It is not an EB-5 investment, and the two should never be described as versions of the same idea. EB-5 capital is placed at risk in a commercial enterprise, must create jobs, and can in principle be returned or lost with the business; a Gold Card gift creates no enterprise, employs nobody, and does not come back. It is not a purchase of status either, since eligibility, admissibility and availability all still apply. And it is a young programme whose published terms have already moved, so any figure, condition or sequence read here or anywhere else should be re-verified on the official programme page immediately before money is transferred. Anselm should also have a licensed U.S. immigration attorney confirm his own admissibility before he pays a fee that will not be coming back.
